An incinerator represents a complete solution to the problem of disposal of all hospital waste types. The liquid fuel

A1) Technical Specification:

Incinerators

All types of diesel fired incinerators suitable for HCW may be offered as long as they can

safely treat medical waste. The equipment should be compliant with all requirements for

installation in Kenya. All components for installation must be included.

 Technical evaluation will consider the entire system including the treatment plant. It will be

the responsibility of the Bidder to supply a full system, including all necessary secondary

systems and/or additional equipment.

The calorific value of the generated waste from the healthcare facilities differs from 5,000 kJ/kg

(e.g. pathological waste) up to 40,000 kJ/kg (filled sharp boxes) with an expected average

heating value of waste of 14,000 kJ/kg.

An approved plant must have four distinct sections that demonstrate three principles of

Turbulence, Residence Time and Temperature inbuilt in the plant design .The regulated sections

may include but not limited to:

 Overall plant layout

 Feed chamber/ charging

 Primary Combustion Chamber

 Secondary Combustion Chamber

 Particulate Scrubbers

 Acid Gas Scrubbers

 The stack/ chimney

For the main incineration process, a static, two chamber system is required with one main

combustion chamber and one flue gas afterburning chamber. The incinerator must be able to

meet the following parameters:

  1. Treatment capacity of: a) 50 kg waste per hour.
  2. Temperature: Main combustion chamber up to 850°C, and in the second chamber > =

1,100 °C

  1. Retention Time: 2 seconds in the second chamber

The furnace (including secondary combustion chambers etc.) dimensions must be large enough

to provide for an effective combination of gas residence time and temperature such that

combustion reactions may approach completion and result in low and stable CO and VOC

emissions.

In order to avoid the generation toxic gases, the incinerator must combine the gasification or

pyrolysis stage with a subsequent combustion stage with flue-gas treatment that provides for

operational emission levels to air within the associated emission ranges specified in the standards

carry out a cost estimation.

Other information such as process description, brochures, etc. should be only added if

the information will be useful for the technical evaluation of the treatment process.

 

A2) Technical Specification:

 Minimum autoclave chamber size shall be 150 liters and shall have a usable volume

(loading basket) of 100 liters.

 The pressure vessels should be pressure tight, the rising of the pressure (at a start pressure

of below 80 mbar) shall be lower than 1 mbar/min.

 With in-build electrical heating elements for steam generation (heating elements > 4000

Kw).

 Chamber and door shall be made from high quality stainless steel (e.g. AISI 3161).

 Chamber in vertical position, it shall allow an easy loading/unloading of the loading

basket.

 2 Baskets of >100 l for the loading and unloading of waste shall be included. The baskets

shall be designed for the usage of non-heat resistant waste bags, a system for the

collection and controlled release of free liquids and condensate from the waste shall be

incorporated.

 The temperature measured at the reference measurement point of the treatment chamber

shall not be lower than 105°C (TDes 0+4). The treatment time shall be ≥30 minutes at

105°C, ≥20 minutes with a temperature used of ≥121°C (TDes 0+4) and ≥10 minutes

with a treatment temperature of ≥ 134.

 The steering of the treatment process should be semi-automatically as well as manual.

 The Treatment Equipment shall be equipped with at least the following instruments:

o treatment chamber temperature indicating instrument

o treatment chamber pressure indicating instrument

 For the treatment of the outgoing air, a HEPA filter in combination with a condensation

system should be used.

 The filter shall be built in a way that a disinfection of the filter shall be possible in a builtin

condition.

 The filters must be heat resistant, steam resistant, hydrophobic and pressure resistant for

the pressure difference.

 Cooling down phase after treatment should be existent; the temperature of the waste

should be not higher than 80°C after finishing the cooling down process.

 The pressure vessel should be equipped with a heat insulation, the maximum outer

surface temperature should be < 50°C.

 The manufacturer must provide a declaration that the pressure vessel is manufactured in

accordance with relevant guidelines for pressure equipment.

Following accompanying documents should be supplied with the treatment system and

shall be available at the Site:

  1. Operation instructions (including process description).
  2. Loading and maintenance procedures.
  3. Short-form of operation and loading procedures.
  4. P&I diagram, circuit plan, technical data sheet, pressure vessel certificate.

The incinerator shall be equipped with a Diesel oil tank that will be supplied with DO from our DO tank located in the

power station. The tank shall be equipped with level switches and appropriate solenoid valves for automatic filling of

the tank. The tank shall also be equipped with a magnetic level indicator, level switches and appropriate drain valves,

separate overflow and vent pipes.

Oil-fired multi-stage waste incinerator of pyrolytic type shall be installed complete with interconnecting flue gas

ductwork between the incinerator and the chimney outlet.

 

The unit shall be manufactured in accordance with the latest ASME code, BS and DIN standards.

 

The waste disposal shall be environmentally acceptable and the incineration emission shall comply with the admissible

emission limits (international EC-Standards). The visibility of flue gases shall not exceed one Ringelmann. The waste

shall be completely burnt and the content of un burnt organic matter of the ash shall not exceed 3%.

 

The unit shall allow for a minimum of 2.0 seconds retention time.

 

1.2        QUALITY ASSURANCE:

 

  1. Coordinate the entire assembly of incinerator, stack, controls, fuel supply.

 

  1. Provide written certification that the entire assembly has been coordinated to achieve the required performance

and to provide the required features.

 

  1. Equipment, installation, and operation shall conform to NFPA 82. Where conflicts exist between NFPA 82 and this

specification, this specification shall govern.
