It is being recently issued an ordinance by the Ministry of Environment to construct incineration plants at the metropolitans which generate over 10.000kg of medical waste per day. And this execution is going to start at the start of the calendar year 2014.  Our aim is to build a Medical Waste Incineration Plant in among the metropolitan cities in Turkey. We’ve been preparing for the tenders which are likely to be held soon by the Metropolitan Municipality.  We would like to cooperate with a supplier/contractor for building an incineration plant. Would you be able to inform if you invent incineration plants, even if yes kindly advise in which part of the planet you’d worked (constructed incineration plants). 

Could you also please inform us regarding the following issues:  – Can it be possible to achieve an incineration temperature of 1.100° C inside the systems which you’ve been inventing? (This is only one of those criteria for its incineration plants in line with the regulations in Turkey).  – Is it possible to create power and how?  – If it’s likely to create electricity inside the system, what is the kwh quantity of power per ton of waste incinerated?  – What’s the time for building the plant? How long would it mobile medical incinerators, mobile pet cremation, mobile garbage incinerator, posco krakow incineration plant, post-animal incinerator fuel, choose for building a plant and would it rely on the plant capacity like 1.000kg/hr or 2.000kg/hr?  – What’s the water intake per incinerated ton? And if there is electricity generation inside the machine, what is the quantity of water consumption per ton for generating 1 kwh of energy?  – Do the crops which you invent have gas cleaning and filtering methods? If already contained or could be added, would you be able to advise your costs involving the gas cleaning and filtering methods?  – Would there be a change in the costs if power production could be added to the machine? SECTION V

 

  • TECHNICAL SPECIFICATIONS OF THE INCINERATOR

 

  • General Description

 

The plant has to have four distinct sections that show three principles of turbulence, residence time and temperature retention. The regulated sections could include but not limited to:

 

  1. Overall plant layout
  2. Feed chamber/charging
  3. Primary combustion chamber
  4. Particulate scrubbers
  5. Acid gas
  6. The stack/chimney.
  7. Minimum capacity of primary chamber = 10cubic meters
  8. Burn rate (rate of waste incineration) = 10 kg per hour
  9. Should have a full width counterbalance loading door allowing easy access to the main chamber for loading and removing ash.
  10. The INCINERATOR should be NEMA approved in accordance with Environmental management and coordination (Waste management) Regulations of 2006.

 

  • Scope Of Work

 

The job specified in the contract will probably include.

 

  1. Supply, install and commission an incinerator as provided   in the technical specifications

 

  1. Provision for adherence to OSHA and other statutory requirement relating to Health and Safety of workers during execution of the works covered in this

 

  1. Assessment and preparation  and construction of  a standard incinerator shed with one waste  storage room  ( see the design )

 

  1. Provision of operation and maintenance manuals and drawings complete with maintenance schedule and

 

  1. Fuel oil storage tank- Mild steel 1000 liters capacity

 

  1. Onsite training for operation and maintenance

 

IMPORTANT

To allow the Employer undertake conclusive evaluation of the tender, tenderers are requested to submit with their offers the detailed specifications, drawings and catalogues with Commissioning and maintenance instructions for the Incinerator they intend to Supply, install and commission.

Tenderers who don’t obey this requirement fully shall have their tender refused.

 

  1. TECHICAL SPECIFICATIONS OF THE INCINERATOR

 

3.1  Feeding and Charging

 

Controlled sterile mechanical feeding that doesn’t negatively influence the air temperature at the primary and secondary chambers of the incinerator shall be utilized.

 

  • Primary Combustion

 

  • This chamber should be equipped with burners that use low sulphur
  • The chamber should ensure a minimum exit temperature of 850 degrees
  • This unit should operate at over 1100 deg C to ensure complete
  • This chamber should be equipped with burners that use low sulphur
  • Heavy-duty steel casing
  • High quality refractory lining and insulation
  • Large full size top load door and liquid retention
  • 1 x oil fired ignition burners operated on/off

 

 

  • Secondary Combustion Chamber (After burner)

 

  1. Heavy-duty steel casing
  2. High quality refractory lining and insulation
  3. 1 x oil burner
  4. Should be fitted with burners that use low sulphur
  5. Ensure secondary air supply is controlled.
  6. Ensure residence time is not less than two seconds.
  7. Ensure that the gas temperature as measured against the inside wall in the secondary chamber and not in the flame zone is not less than 1100 degrees
  8. Ensure the emitted oxygen content of the emitted gases is not less than 11%
  9. Ensure both primary and secondary combustion temperatures are maintained until all waste is completely

 

  • Particulate Removers

A mechanical particulate collector has to be integrated following secondary combustion chamber for removal of particulate pollutants entrained in the flue gas flow. The particulate collectors may incorporate any of the following or some combination thereof:

 

  1. Cyclone separator
  2. Electrostatic precipitators
  3. Fabric filters

 

  • Chimney/Stack

 

  1. The chimney should have a minimum height of 10 meters above ground level and clear the highest point of the building by not less than 3 meters for all The topography and height of adjacent buildings within 50 meters radius should be taken into account.
  2. The chimney should be visible to the operator from the feeding

 

  1. The minimum exit velocity should be 10 meters per second and at least twice the surrounding wind speed (Efflux velocity = wind speed x 2) whichever is higher to ensure no down washing of exiting
  2. The point for measurement of emissions shall be

 

  • Instrumentation

 

  1. Instrument for determining the inside wall temperature and not burner flame temperature must be provided for both primary and secondary
  2. An audible and visible alarm must be installed to warn the operator when the secondary chamber temperature drops to below the required

  • Location / Siting of the Incinerator

 

  1. a) The incinerator must be sited in accordance with the relevant local municipal authority planning regulations and the topography of the site must be compatible with premises in the

 

  • Emission Limits

 

  1. Combustion efficiency (C.E) shall be at least00% where C.E = %Carbon dioxide x 100 / [% Carbon dioxide + carbon monoxide]
  2. The temperature of the primary chamber shall be 800 +/- 50 degrees centigrade
  3. The secondary chamber gas residence time shall be at least 1 second at 1050 +/- 50 degrees centigrade with 3% oxygen in the stack
  4. Opacity of the smoke must not exceed 20% viewed from 50 metres with naked
  5. All the emission to the air other than steam or water vapour must be odourless and free of mist, fume and
  6. A 99.99% destruction and removal efficiency (DRE) for each principal organic hazardous constituent (POHC) in the waste feed where DRE [ ( Win – Wout) /Win ] x

Prefabricated Incinerator with a concrete base and chain link fence.The incinerator should be portable, very easy to install, allow for re-location, fit in small space with a chimney length of 4m to drive smoke away to safe heights and also cause current flow of fresh air to drive moisture out of the rubbish such that the bad odour from sanitary pads is removed and the waste is dried automatically. The incinerator should be made of a non-rusting material such as stainless steel of 4mm gauge. It should not require an extra heat source, but use the heat generated from burning of the solid waste as its major energy source. The system shall be capable of monitoring and logging chamber temperatures at regular intervals (not less than once per minute, with the capacity to vary the logging frequency). The system shall include the capacity to download the performance data by USB connection.
All the measuring devices attached with the incinerator should have digital display and should have provision of connecting to the recording system, which should include fuel meter and separate energy meter.
The temperature shall be determined against the inside wall of the combustion chambers. An audible and visible alarm shall be installed to warn the operator when the secondary temperature drops to below the required temperature.
The primary chamber must meet or exceed the following criteria:
“• Heavy steel construction.
• Fixed hearth geometry and starved air gasification operational mode. 
• Hot face refractory concrete-ceramic suitable for thermal shock up to 1400 Celsius and abrasion. Minimum thickness 150mm. 
• Cold face refractory lining of calcium silicate or superior material, minimum thickness 100mm. 
• Refractory lining of all the ducts shall be done with refractory castings. Superior quality ceramic wool shall be used at all hot duct flanges and expansion joints.
• Multiple electric ignition fuel burners designed to use automotive diesel fuel.
• Flame of the primary burner shall be oriented towards the center of the unit which does not impinge directly on the refractory floor or wall. The secondary burner shall be positioned in such a way that the flue gas passes through the flame. 
• The unit shall prevent leakage of the hot flue gas and any backfire. 
• An electrically powered fan forced air supply, with the capacity for variation by the operator.
• Digital thermometers connected to electronic dataloggers. The thermometers shall be located on the chamber walls away from the fuel burner.
• A differential air pressure gauge connected to an electronic datalogger

The other day at the waste incineration plant

Truth and cleanliness

What I discovered during the excursion: In the plant, each measure is carefully considered, it is worked with great precision. And even if this sounds paradoxical: it is squeaky clean! Just in the hall where different wastes are mixed onto conveyor belts, there is the typical smell of crap, but also not as bad as originally anticipated.

Amazing for me personally: I did not know that by using residual waste a really large amount of electricity is generated. The remaining waste incinerator from Cologne was set into operation in 1998 and is among the most modern and best facilities in the world. It processes what has landed from the residual waste after the individual selection of private families, in addition to the remains of sorting out of mixed building and industrial waste.

Much of the waste is sent by rail. The railroad containers are filled in two waste transfer stations in the city of Cologne and together have a capacity of about 250,000 tons each year. The rest of the waste is brought by truck.
