TECHNICAL INCINERATORS SPECIFICATIONS FOR 2 hospitals

 

INTRODUCTION

  • All the incinerators to be supplied and installed must meet the Government of Kenya waste Management Regulation 2006 in particular 3rdschedule regulation (26, 47) pertaining classification, standards, criteria, and procedure for installing/operating incinerators as authored by the National Environmental Management and Coordination (waste management) regulation 2006, legal notice No. 121 of 29th September 2006
  • The capacity of the incinerator required should be to the specifications with a capacity to burn 100kgs/Hr
  • The incinerator shall be run on a 3-phase power supply (mains)
  • For the technical evaluation, not only the treatment plant but the entire system will be considered.  It will be the responsibility of the Bidder to supply a full system, including all eventually additionally necessary secondary systems and additional equipment.
  • The system offered shall be designed to operate normally under the conditions of the purchaser’s country. The conditions include Power Supply, Climate, Temperature, Humidity, etc.
  • The Bidder must provide a warranty for one year.
  • All text, parameter etc. on all control operating interfaces as well as on information displays and on print-outs shall be in English language.
  • The Bidder is responsible for all permits and approvals for importation. The Bidder shall provide all the necessary documentation in order to facilitate the legal requirements for the installation and putting into use of the equipment.
  • Period of Execution is 90 days from contract signature for delivery to site and completion of all verification operations required for the issuance of provisional acceptance.
  • Representatives of the Contracting Authority and the Beneficiary, together with the Bidder’s representative, shall carry out the controls, testing and initial approval for provisional and final acceptance as.  The provisional and final acceptance shall take place at the final destination.
  • After-Sales Service: The Bidder is required to ensure that a maintenance, service and repair centre, which is authorised by the Manufacturer, and which is able to rapidly supply genuine spare parts and consumables recommended by the Manufacturer is available throughout the one year warranty period. In fulfillment of this requirement with their offer Bidders must submit a statement signed by a representative of the manufacturer:
    • Providing the name and address of its authorised maintenance, service and repair centre,
    • Confirming that this authorised maintenance, service and repair centre is able to rapidly supply genuine spare parts and the consumables recommended by the Manufacturer; and

 

  • The Bidder will be responsible to deliver and install all to be supplied equipment at to be set up waste handling areas in the Republic of Kenya. The Bidder shall deliver a time schedule over the complete construction and assembling period. The delivery and installation time must be agreed between bidders, target Hospital and the Contracting Authority. The treatment plant must arrive pre-assembled. The Bidder shall ensure that all parts of the plant transported by sea shall not be shipped as “deck cargo”.

 

  • It is expected that the Bidder cooperates closely with the contractor for the new waste handling building/area and will make available all needed technical information, drawing, etc. to the contractor.

The tank should be connected to the incinerator at a higher level to enable free-flow of diesel from the tank to the incinerator. The connecting pipe must be a black pipe of approved gauge and diameter. Include other accompanying accessories and fittings

EVALUATION CRITERIA

Evaluation shall be carried out in four stages namely preliminary examination of documents for conformance with mandatory requirements, technical evaluation, site visit and commercial evaluation.

Stage One: Preliminary Examination

– Preliminary Evaluation under special condition of the tender. These are mandatory requirements.

This shall include confirmation that a bidder has complied with the special condition of tender above.

Failure to meet any one of the above requirements stated in the special conditions of the contract shall lead to automatic disqualification.

Stage Two: TECHNICAL EVALUATION (70 MARKS)

Stage Three: Site Visit

The evaluation committee will visit the premises of the bidders who are responsive to technical  evaluation stage to verify the authenticity of statutory document submitted; ascertain the accuracy of the information given in the tender documents, assess firm’s capacity, location, among others.

The Tenderer will be automatically disqualified where false or fraudulent Information is found to have been given.

 

Stage 4 Commercial Evaluation

Bids that pass the above three (3) stages shall be compared on the basis of prices / cost quoted and the lowest priced will be considered the lowest evaluated bid and subsequently recommended for award. Prevailing market prices will be used to determine the price responsiveness of the bidders.

Les soumissionnaires qui ne se conforment pas pleinement à cette exigence verront leur offre rejetée. 2. SPÉCIFICATIONS TECHNIQUES DE L’INCINÉRATEUR REQUIS

2.1 Description générale

La centrale doit avoir quatre sections distinctes qui démontrent trois principes de turbulence, de temps de séjour et de rétention de température. Les sections réglementées peuvent inclure, mais sans s’y limiter:
1. Plan d’ensemble de l’usine
2. Chambre d’alimentation / chargement
3. Chambre de combustion primaire
4. Épurateurs de particules
5. Épurateurs de gaz acides.
6. La cheminée / cheminée.
7. Capacité minimale de la chambre primaire = 0,18 mètre cube
8. Taux de combustion (taux d’incinération des déchets) = au moins 20 kg par heure
9. Doit avoir une porte de chargement à contrepoids pleine largeur permettant un accès facile à la chambre principale pour le chargement et le retrait des cendres.

2.2 Alimentation et chargement
Une alimentation mécanique hygiénique contrôlée qui n’influence pas négativement la température de l’air dans les chambres primaire et secondaire de l’incinérateur doit être utilisée.
2.3 Chambre de combustion primaire.

a) Cette chambre doit être équipée de brûleurs utilisant un combustible à faible teneur en soufre.
b) La chambre doit garantir une température de sortie minimale de 850 degrés centigrades.

2.4 Chambre de combustion secondaire (après le brûleur)

a) Doit être équipé de brûleurs utilisant un combustible à faible teneur en soufre.
b) Assurez-vous que l’alimentation en air secondaire est contrôlée.
c) Assurez-vous que le temps de séjour n’est pas inférieur à deux secondes.
d) Assurez-vous que la température du gaz mesurée contre la paroi intérieure de la chambre secondaire et non dans la zone de flamme n’est pas inférieure à 1100 degrés centigrades.
e) Assurez-vous que la teneur en oxygène émis des gaz émis n’est pas inférieure à 11%
f) S’assurer que les températures de combustion primaire et secondaire sont maintenues jusqu’à ce que tous les déchets soient complètement brûlés.

2.5 Éliminateurs de particules

Un collecteur de particules mécanique doit être incorporé après la chambre de combustion secondaire pour l’élimination des particules polluantes entraînées dans le flux de gaz de combustion. Les collecteurs de particules peuvent comprendre l’un quelconque des éléments suivants ou une combinaison de ceux-ci:
a) Séparateur cyclone
b) précipitateurs électrostatiques
c) Filtres en tissu
2.6 Cheminée / pile

l) La cheminée doit avoir une hauteur minimale de 10 mètres au-dessus du niveau du sol et dégager le point le plus élevé du bâtiment d’au moins 3 mètres pour tous les toits. La topographie et la hauteur des bâtiments adjacents dans un rayon de 50 mètres doivent être prises en compte.
m) La cheminée doit être visible pour l’opérateur depuis la zone d’alimentation.
n) La vitesse de sortie minimale doit être de 10 mètres par seconde et au moins deux fois la vitesse du vent environnant (vitesse d’efflux = vitesse du vent x 2), la valeur la plus élevée étant retenue pour garantir l’absence de lavage vers le bas des gaz sortants.
o) Le point de mesure des émissions doit être fourni.

2.7 Instrumentation

a) Un instrument de détermination de la température de la paroi intérieure et non de la température de la flamme du brûleur doit être fourni pour les chambres primaires et secondaires.
b) Une alarme sonore et visible doit être installée pour avertir l’opérateur lorsque la température de la chambre secondaire descend en dessous de la température requise.
c) Un compteur / enregistreur de monoxyde de carbone et d’oxygène doit être fourni

d) Un densimètre / enregistreur de fumée devrait être fourni.
e) Un compteur / enregistreur de particules solides devrait être fourni.
f) Tout autre instrument jugé nécessaire.

2.9 Limites d’émission

a) L’efficacité de combustion (CE) doit être d’au moins 99,00% où CE =% de dioxyde de carbone x 100 / [% de dioxyde de carbone + monoxyde de carbone]
b) La température de la chambre primaire doit être de 800 +/- 50 degrés centigrades
c) Le temps de séjour du gaz dans la chambre secondaire doit être d’au moins 1 seconde à 1050 +/- 50 degrés centigrades avec 3% d’oxygène dans le gaz de cheminée.
d) L’opacité de la fumée ne doit pas dépasser 20% vue à 50 mètres à l’œil nu.
e) Toutes les émissions dans l’air autres que la vapeur ou la vapeur d’eau doivent être inodores et exemptes de brouillard, de fumée et de gouttelettes.
f) Une efficacité de destruction et d’élimination (DRE) de 99,99% pour chaque principal constituant organique dangereux (POHC) dans l’alimentation des déchets où DRE [(Win – Wout) / Win] x 100 où Win = taux d’alimentation massique du POHC dans les déchets flux alimenté à l’incinérateur et Wout = taux d’émission massique de POHC dans la cheminée avant le rejet dans l’atmosphère.
g) La concentration moyenne de dioxines et de furanes dans l’émission ne doit pas dépasser 80 mg / m3 de dioxines et furanes totaux si elle est mesurée pendant une période de 6 à 16 heures.
