Ebola: la firme de Southport mène la lutte contre la crise sanitaire mondiale

Le directeur des ventes et du marketing, Paul Niklas, a déclaré avoir reçu plus d’une centaine de commandes d’organisations mondiales et d’agences humanitaires, notamment les Nations Unies et la Croix-Rouge.

Il a également déclaré que la plupart de leur main-d’œuvre était dédiée à la fabrication des incinérateurs.
Les plus gros peuvent brûler jusqu’à 1 000 kg de déchets par heure, les plus petits jusqu’à 400 kg par heure.

M. Niklas a déclaré: «Nous sommes très fiers du fait qu’ils sont venus chez nous et que nous avons un produit qui fait partie de la solution.

«Et nos incinérateurs sont également mobiles, ils peuvent donc être transportés à la source.»
Les appels pour les incinérateurs ont commencé il y a quelques mois, alors que la crise Ebola venait tout juste d’apparaître. Depuis, ils ont fabriqué et vendu plus de 120 incinérateurs à expédier en Afrique de l’Ouest.

«Leurs ingénieurs sortent généralement pour aider à l’installation, mais en raison de la menace d’Ebola, les ingénieurs employés par les agences et organisations humanitaires sont envoyés pour être formés à l’usine de la zone industrielle de Canning Road.

M. Niklas a ajouté: «Ils nous ont contactés pour la première fois lorsque l’épidémie a commencé il y a quelques mois. Mais nous sommes prêts pour ces choses, de toute façon. La dernière fois que la demande était comme ça, c’était la guerre en Irak. Nous avons mis en place une usine distincte afin que, lorsque cela arrive, nous pouvons la gérer. »

Des médecins de l’armée britannique ont été envoyés en Sierra Leone hier alors que les dirigeants mondiaux ont promis d’intensifier les efforts de la communauté internationale pour arrêter la propagation de la maladie qui a jusqu’à présent fait plus de 4 000 morts.

Refractory The chambers should be lined with high thermal insulating refractory bricks with suitable thickness and with highly temp. 
resistance. Not less than 1400 C for the first combustion chamber, and not less than 1600 C for the secandry combustion chamber, and at the 
same time prevent the Temp. of the outside body of the chamber not higher than 70 C.
Doors Should be lined with the same bricks, and the edges lined with special suitable insulating material to prevent any gas escaping, and 
the doors should be kept under negative pressure during the operation.
Air Emission Control System With high destruction and removal efficiency (DRE). Not less than 99.9999 as per KEPA.
Wet System If the system equiped with a CEMS washing the flow gas with water, then it should be manufactured from suitable anti 
corrossion materials, and equiped with pH meter to measure and neutralize the water. It should be able to use the water in closed recycled 
circuit many times before treating/ discharging into the sewage system in compliance with KEPARS.
Chemical dosing It should be equiped with suitable autochemical dosing system to control the pH for the water of the wet scrubber system 
including sensors.
Chimney It should be suitable with the capacity and the technical specifications, with height not less than 12m from ground level. With easy 
opennable sampling point equal about 3 inch, and the optimum sampling locations is at least 8D downstream direction and 2D upstream from any 
flow disturbancies.
Sampling point Should be equiped with a platform located down the sampling point by a distance not less than 1 m, and equiped with suitable 
stairs from ground to the port with comfortable slope.
Ash Removal It should be auto ash removal system.
Fuel It should be dual system, such as diesel and natural gas.
Feeding System Should be auto feeding system into primary chamber.
Control Room Should be equiped with a control panel shows Temp. of the combustion burners, gas monitoring, digital Temp. indecation for the 
primary/secondary chambers, digital Temp. indication for the gases…etc. it should be also Auto operation, burnures on/off auto lamps switch, 
auto start/stop for air emission control system, auto gas continuous monitoring system reading and print out of gas emission parameters…etc.
Cooling System The primary chamber should be provided with auto cooling systemthrough nozzles to permit direct cooling if the Temp. will be 
heigher than 1100 C.
Inter-lock system The incinerator should be equiped with inter-lock system to prevent feeding the waste to the primary chamber if the 
combustion Temp. less than 500 C.
Flue treatment and cleaning To consist a combined system (wet/dry), using water, lime, active carbon and ceramic filters.
Quenching system/Heat exchanger Should be made and manufactured from anti corrosion and acid attack materials such as stainless steel 316 or 
equivalent.
Noise Level Not more than 85 dBA during normal operation.
Inaddition The desigh should insure that responsive fail-safe control systems are used.
The incinerator should be installed inside closed suitable building with good aeration and ventilation system. The building has 
facilities for off-loading of wastes from transport vehicles. Auto cleaning&nbsp
;system for trucks and waste containers, and cool storage 
area…etc.
The quotation should included list of original spare parts for 7 years.
The quotation should include supervising, starting up and training of the operators and ministry of health engineers inside/outside 
Kuwait.
Detailed drawings, catalogs should be included.

EPA Announces Western Arkansas Planning & Development District to Receive $300,000 in Brownfields Assessment Funding

The grant awards help underserved communities across the country Build Back Better and address Environmental Justice concerns

DALLAS – (June 1, 2021) Today, the U.S. Environmental Protection Agency (EPA) announced Western Arkansas Planning & Development District (WAPDD) is among the  151 recipients of 154 grant awards totaling $66.5 million in Brownfields funding through its Multipurpose, Assessment, and Cleanup (MAC) Grants. WAPDD plans to use their $300,000 community-wide assessment grant to target properties in two Opportunity Zones in the western part of Fort Smith—the Kress Building in the historic downtown district, to be redeveloped for residential use, and 85 acres of vacant land along the Arkansas River, to be redeveloped for recreation, housing, and commerical space.

 

This funding will support underserved and economically disadvantaged communities across the country in assessing and cleaning up contaminated and abandoned industrial and commercial properties. Approximately 50 percent of selected recipients are receiving EPA Brownfields grant funding for the first time and more than 85 percent serve small communities.

 

“Through our Brownfields Program, EPA is delivering on the Biden Administration’s commitment to lifting up and protecting overburdened communities across America, especially communities that have experienced long periods of disinvestment and decay,” said EPA Administrator Michael S. Regan. “These assessment and cleanup grants will not only support economic growth and job creation, but they will also empower communities to address the environmental, public health, and social issues associated with contaminated land.”

 

“The WAPDD has an impressive record of using EPA brownfields funding thoughtfully and efficiently to leverage the benefits above and beyond the amount of the grant,” said Acting Regional Administrator David Gray. “I know they will continue that success with this latest award to help their partner communities reduce contamination and reuse land in a beneficial way.”

 

“The EPA Brownfield Assessment Grant will greatly benefit our region by bringing stakeholders together to envision ways to re-use existing infrastructure, to create innovative ideas for future projects in areas that have a long history of industrial development, to leverage funding with other partners (past assessments allowed us to leverage millions of dollars in our region), and to assist our communities in becoming healthier and more environmentally safe,” said WAPDD Executive Director Sasha Grist. “We are extremely excited to be awarded this funding, and we feel very fortunate to be able to assess current unusable or contaminated properties and then plan for ways to make these same locations more beneficial to our communities. We have proudly partnered with many local agencies in previous funding opportunities with the EPA and look forward to all our future projects and partnerships.”

 

Today’s grant announcement includes:

 

 

  • $42.2 million for 107 Assessment Grants, which will provide funding for brownfield inventories, planning, environmental assessments, and community outreach.

 

  • $15.5 million for 36 Cleanup Grants, which will provide funding to carry out cleanup activities at brownfield sites owned by the recipient.

EPA anticipates that it will award the grants once all legal and administrative requirements are satisfied by the selected recipients.

 

Since its inception in 1995, EPA’s Brownfields Program has provided nearly $1.76 billion in grants to assess and clean up contaminated properties and return them to productive reuse. This has led to significant benefits for communities across the country. For example:

 

  • To date, communities participating in the Brownfields Program have been able to attract more than $34.4 billion in cleanup and redevelopment funding after receiving Brownfields funds. This has led to over 175,500 jobs in cleanup, construction, and redevelopment.

 

  • Based on grant recipient reporting, recipients leveraged on average $20.13 for each EPA Brownfields dollar and 10.3 jobs per $100,000 of EPA Brownfield Grant funds expended on assessment, cleanup, and revolving loan fund cooperative agreements.

 

  • In addition, an academic peer-reviewed study has found that residential properties near brownfield sites increased in value by 5% to 15.2% as a result of cleanup activities.

 

  • Finally, analyzing data near 48 brownfields, EPA found an estimated $29 million to $97 million in additional tax revenue for local governments in a single year after cleanup—2 to 7 times more than the $12.4 million EPA contributed to the cleanup of those brownfield sites.

Chicot Co. plans to use their $300,000 community-wide assessment grant to conduct environmental site assessments, focusing on the cities of Eudora and Lake Village, which is located in a Qualified Opportunity Zone. Priority sites include an 18-acre former lumber mill in Eudora and a former gas station in Lake Village.

 

This funding will support underserved and economically disadvantaged communities across the country in assessing and cleaning up contaminated and abandoned industrial and commercial properties. Approximately 50 percent of selected recipients are receiving EPA Brownfields grant funding for the first time and more than 85 percent serve small communities.

This will ultimately help us restore these properties to productive reuse, enhancing the quality of life where we live and work.”

ATO DE PROTEÇÃO AMBIENTAL

A seguir estão trechos da Lei de Proteção Ambiental

1. “Contaminante” significa qualquer ruído, calor, vibração ou substância e inclui qualquer outra substância que o Ministro possa

prescrever que, quando descarregado no meio ambiente,
(a) põe em perigo a saúde, segurança ou bem-estar das pessoas,
(b) interfere ou é provável que interfira com o gozo normal da vida ou propriedade,
(c) põe em perigo a saúde da vida animal, ou
(d) causa ou é provável que cause danos à vida vegetal ou à propriedade;

“Descarga” inclui, mas não de forma a limitar o significado, qualquer bombeamento, derramamento, lançamento, despejo, emissão, queima,

pulverizar, espalhar, vazar, derramar ou escapar;

“Ambiente” significa os componentes da Terra e inclui
(a) ar, terra e água,
(b) todas as camadas da atmosfera,
(c) toda matéria orgânica e inorgânica e organismos vivos, e
(d) os sistemas naturais em interação que incluem os componentes referidos nos parágrafos (a) a (c).

“Inspetor” significa uma pessoa nomeada de acordo com a subseção 3 (2) e inclui o Diretor de Proteção Ambiental.

2.2 O Ministro pode
(a) estabelecer, operar e manter estações para monitorar a qualidade do meio ambiente nos Territórios;
(b) realizar estudos de pesquisa, conferências e programas de treinamento relacionados a contaminantes e aos
preservação, proteção ou valorização do meio ambiente;
(c) desenvolver, coordenar e administrar políticas, padrões, diretrizes e códigos de prática relacionados com o

preservação, proteção ou valorização do meio ambiente;
(d) coletar, publicar e distribuir informações relativas aos contaminantes e à preservação, proteção ou

melhoria do meio ambiente:

3. (1) O Ministro nomeará um Diretor de Proteção Ambiental que administrará e fará cumprir esta Lei e

os regulamentos.

(2) O Diretor de Proteção Ambiental pode nomear inspetores e deve especificar na nomeação os poderes

que pode ser exercido e as funções que podem ser desempenhadas pelo inspetor nos termos desta Lei e regulamentos.

5. (1) Sujeito à subseção (3), nenhuma pessoa deve descarregar ou permitir a descarga de um contaminante no

meio Ambiente.

(3) A subseção (1) não se aplica quando a pessoa que descarregou o contaminante ou permitiu a descarga do

contaminante estabelece que
(a) a quitação for autorizada por esta Lei ou regulamentos ou por uma ordem emitida de acordo com esta Lei ou regulamentos;
(b) o contaminante foi utilizado exclusivamente para fins domésticos e foi descarregado de dentro de uma casa de habitação;
(c) o contaminante foi descarregado do sistema de escapamento de um veículo;

(d) a descarga do contaminante resultou da queima de folhas, folhagem, madeira, colheitas ou restolho para uso doméstico ou

fins agrícolas;
(e) a descarga do contaminante resultou da queima para limpeza ou nivelamento do terreno;
(f) a descarga do contaminante resultou de um incêndio provocado por um funcionário público de gestão de habitat de silvicultura

fins;
(g) o contaminante foi descartado para fins de combate a um incêndio florestal;
(h) o contaminante é uma partícula ou grão do solo descarregado no decurso da agricultura ou horticultura; ou
(i) o contaminante é um pesticida classificado e rotulado como “doméstico” de acordo com os Regulamentos de Produtos de Controle de Pragas

(Canadá).

(4) As exceções estabelecidas na subseção (3) não se aplicam quando uma pessoa descarrega um contaminante que o inspetor possui

motivos razoáveis para crer geralmente não estão associados à dispensa da atividade excluída.

5.1. Quando uma descarga de um contaminante no meio ambiente em contravenção a esta lei ou os regulamentos ou o

disposições de uma permissão ou licença emitida sob esta lei ou os regulamentos ocorrem ou uma probabilidade razoável de tal

existe descarga, cada pessoa que causa ou contribui para a descarga ou aumenta a probabilidade de tal descarga, e

o proprietário ou a pessoa responsável, gestão ou controle do contaminante antes de sua descarga ou provável descarga, deve

imediatamente:
(a) sujeito a quaisquer regulamentos, relatar a descarga ou provável descarga à pessoa ou escritório designado pelo

regulamentos;
(b) tomar todas as medidas razoáveis consistentes com a segurança pública para interromper a descarga, reparar qualquer dano
causado pela descarga e prevenir ou eliminar qualquer perigo à vida, saúde, propriedade ou meio ambiente que resulte ou possa

ser razoavelmente esperado que resulte da descarga ou provável descarga; e
(c) fazer um esforço razoável para notificar todos os membros do público que possam ser adversamente afetados pela descarga ou

provável descarga.

6. (1) Quando um inspetor acredita, com fundamentos razoáveis, que uma descarga de um contaminante em violação desta Lei

ou os regulamentos ou uma disposição de uma licença ou licença emitida sob esta Lei ou os regulamentos ocorreram ou são

ocorrer, o inspetor pode emitir uma ordem exigindo que qualquer pessoa que cause ou contribua para a descarga ou o proprietário ou o

responsável, gestão ou controle do contaminante para interromper o lançamento até a data indicada no pedido.

7. (1) Não obstante a seção 6, onde uma pessoa descarrega ou permite a descarga de um contaminante no

ambiente, um inspetor pode ordenar que essa pessoa repare ou remedie qualquer lesão ou dano ao meio ambiente que resulte de

a descarga.

(2) Quando uma pessoa falha ou negligencia reparar ou remediar qualquer lesão ou dano ao meio ambiente de acordo com um pedido

feito na subseção (1) ou onde medidas corretivas imediatas são necessárias para proteger o meio ambiente, o Chefe

O Agente de Proteção Ambiental pode fazer com que sejam tomadas as medidas que considere necessárias para a reparação ou

remediar uma lesão ou dano ao meio ambiente que resulte de qualquer descarga.

APÊNDICE 2 – PROJETO E ESPECIFICAÇÕES DO TAMBOR DE QUEIMADURA MODIFICADO

Um barril de combustão modificado é normalmente construído a partir de um combustível de metal de 45 galões ou tambor de óleo. As modificações resultam em maior

geração e retenção de calor, melhor mistura dos resíduos com o ar de entrada e maior tempo de retenção dentro do barril.

Juntas, essas modificações resultam em uma combustão mais completa dos resíduos sólidos do que a queima a céu aberto no solo ou

em uma cova.
