DALLAS – (Dec. 6, 2019) – The U.S. Environmental Protection Agency (EPA) recently awarded over $11 million to New Mexico to help finance drinking water projects in the state. This funding will directly benefit local communities while improving public health and the environment.

 

“Communities across New Mexico will enjoy cleaner water thanks to this funding,” said EPA Regional Administrator Ken McQueen. “We are commitment to ensuring people have access to safe drinking water.”  

 

The State Revolving Funds (SRFs) play an integral role in EPA’s efforts to help communities replace or upgrade aging or inadequate drinking water infrastructure through low-interest loans. In 2018, EPA awarded nearly $270 million to SRFs in Arkansas, Louisiana, Oklahoma, New Mexico and Texas; more than $2 million to tribes in Region 6; and more than $5.8 million to the North American Development Bank to support infrastructure projects in the U.S./Mexico border area. This level of funding was facilitated through EPA’s contribution of $2.2 billion to the state revolving funds in 2018.

 

The SRF requires state match, loan repayments and interest. With more than 30 years of federal capitalization grants and state contributions, approximately $80 billion has been invested into these programs. According to the agency’s estimate of national drinking water and wastewater needs, over $743 billion is needed for water infrastructure improvements. Through loan repayments and investment earnings, the SRFs have leveraged these contributions to provide more than $170 billion in financial assistance to over 39,900 water quality infrastructure projects and 14,500 drinking water projects across the country.

A mechanical particulate collector must be incorporated after secondary combustion chamber for removal of 

particulate pollutants entrained in the flue gas stream. The particulate collectors may include any of the following or a combination

Primary combustion chamber
Particulate scrubbers
Acid gas scrubbers.
The stack/chimney.
Minimum capacity of primary chamber = 0.10cubic meters
Burn rate (rate of waste incineration)  = 10 kg per hour
Should have a full width counterbalance loading door allowing easy access to the main chamber for loading and removing ash.
Controlled hygienic mechanical feeding that does not negatively influence the air temperature in the primary and 
secondary chambers of the incinerator shall be used.This chamber should be equipped with burners that use low sulphur fuel.
The chamber should ensure a minimum exit temperature of 850 degrees centigrade.
This unit should operate at over 1100 deg C to ensure complete combustion.

Combustion efficiency (C.E) shall be at least 99.00% where C.E = %Carbon dioxide x 100 / [% Carbon dioxide + carbon monoxide]
The temperature of the primary chamber shall be 800 +/- 50 degrees centigrade
The secondary chamber gas residence time shall be at least 1 second at 1050 +/- 50 degrees centigrade with 3% oxygen in the stack gas.
Opacity of the smoke must not exceed 20% viewed from 50 metres with naked eyes.
All the emission to the air other than steam or water vapour must be odourless and free of mist, fume and droplets.
A 99.99% destruction and removal efficiency (DRE) for each principal organic hazardous constituent (POHC) in the waste feed where DRE [ ( Win – Wout) /Win ] x
100 where Win = mass feed rate of the POHC in the waste stream fed to incinerator and Wout = mass emission rate of POHC in the stack prior to the release to the atmosphere.
The average dioxin and furan concentration in the emission should not exceed 80mg/m3 total dioxins and furans if measured for a period of 6 to 16 hours.
